Cost
Estimating Engineer/Cost Control Engineer
Position description:
These positions require
senior, mid-level and junior-level professionals for cost estimating and cost
control for general construction, heavy construction, and design projects in New
York City. The responsibilities include preparing preliminary and final cost
estimates; analyzing consultant and/or contractors’ proposals/bids to ensure
that all elements have been properly addressed; developing labor hour estimates,
preparing cost estimates for additional work orders or modifications, monitoring
monthly actual cash flows, preparing monthly project cost control reports;
forecasting final project costs and researching equipment and material costs.
Requirements: Required experience includes cost estimation and cost control
on projects involving new and emerging technologies, train signals, and
communications. Cost estimate and/or cost control knowledge in one or more of
the following areas are required: general construction, transit infrastructure
construction, telecommunications, electronics, and software-firmware.
Experience in one or more of the following project categories is desirable:
Communication Based Train Control (CBTC), SONET-ATM, and Automatic Train
Supervision. Bachelors and Masters Degrees in an engineering discipline are
desirable; equivalent experience will be considered.

to 10 plus years.

Job Title:
Signal Resident Representatives

SIGNAL RESIDENT REPRESENTATIVE
Signal resident representatives provide support during the design phase and
the preparation of contract documents, as required. After a contract is awarded,
the representative ensures that the contractor adheres to the contract
documents; and that the project is built according to the plans and
specifications. Via observation and testing, safety practices on the job site
and project quality control methods are monitored to ensure that company
standards are maintained. Responsible for preparing reports, maintaining records
and schedules related to the project construction. At higher levels, the signal
resident recommends approval of payments, contract modifications and other work.
Level A
- A high school diploma or equivalent and 8 years experience on construction
inspection, design or maintenance. Or a bachelor’s degree in electrical
engineering or a related field and a minimum of 4 years experience on
construction inspection or design.
- A practical knowledge of a major transit signal system; 4 years experience
in signal inspection, maintenance or design work. Adept at monitoring several
types of work activity. Ability to work independently under general
supervision.
- Possesses ability to write clearly, organize project information and daily
reports. Conducts or oversees breakdown or operational testing. Interacts and

Level B

Level A
- A high school diploma and 8 years experience in railroad signal
engineering, maintenance, circuit design, manufacturing or installation. Or a
bachelor’s degree in electrical engineering or a related field and 4 years
railroad signal experience.
- Thorough knowledge of a major transit signal system. The ability to work
independently in all conventional aspects of signaling. As a fully competent
engineer, plans and conducts work independently based on general instructions.
Receives technical guidance on unusual or complex work and supervisory
approval on other work.
- The ability to write clearly, organize project information and daily
reports. Conducts or oversees breakdown or operational testing. Interacts and
communicates with contractors.
Level B
- A high school diploma and 10 years experience in railroad signal
engineering, maintenance, circuit design, manufacturing or installation. Or a
bachelor’s degree in electrical engineering or a related field and 6 years
railroad signal experience.
- Thorough knowledge of a major transit signal system. The ability to use
advanced techniques and extend the theories and precepts of railroad signaling
to novel or unusual circumstances. Applies sound and diversified knowledge of
signaling. Makes independent judgments on engineering problems and methods.
Requires supervisory guidance only on the general project objectives, unusual
problems and developments.
- The ability to write clearly, organize project information and daily

Level C
- A high school diploma and 12 years experience in railroad signal
engineering, maintenance, circuit design, manufacturing or installation. Or a

- Thorough knowledge of a major transit signal system. The ability to use
advanced techniques. Proficient at extending the theories and precepts of
railroad signaling to novel or unusual circumstances. Plans and develops
engineering projects concerned with unique or controversial problems.
Assignments are given in terms of broad objectives and limits.
- Maintains liaison with individuals within company or other organizations

may be required. However, extensive experience may be substituted in lieu of
licensing.
